One month after the start of the school year, 35% of the institutions report having at least one vacancy for an apprenticeship; 32% – these are not necessarily the same – say they have had at least one irreplaceable long absence; 35% have at least one vacant non-teaching position.

Visiting Eure-et-Loir last week, Pap Ndiaye explained that there was “less than the post as such, but there is a lack of time here and there and we need to fill it”. “The minister can think in full-time equivalents, responds Bruno Bobkiewicz, but the student doesn’t care if he doesn’t have a technology teacher, that is, he doesn’t have a technology class. »

How will the rest of the year develop in this context? The situation is all the more worrying because, in order to achieve the goal of having “a teacher before every student” at the beginning of the school year, the Ministry has resorted to the replacement pools.

These substitute teachers are “a major problem for students and families alike,” reminds the budget documents attached to the finance law. They also cite the obligation of the Grenelle des Bildungswesens, according to which, in the event of the absence of a professor, schools and institutions “must guarantee the duration of the lessons throughout the schooling foreseen for the pupils”.

The government has even set “indicators for the effectiveness and efficiency of teacher replacement from the taxpayer’s point of view,” we learn from reading the budget documents.

In public secondary education, therefore, the replacement rate needs to increase from 94.7% (2021) to 99% (2023). To achieve this, “the use of ‘online course’ type devices or autonomous work, anticipated and supervised under the supervision of an educational assistant (AED)” is mentioned.

A decree published late last year makes it possible to give overtime to those who were once called “farmers”. “Theoretically this exists, says Sophie Vénétitay from the SNES-FSU, but very few institutions have implemented it because we lack AEDs and it is therefore rather inconclusive. »

“That means we incorporate the idea that we don’t send a replacement when we need it,” Bruno Bobkiewicz chokes. However, this presupposes that a supervisor is available for each class that has no lessons. But that’s not how it happens in real life. This proposal, which could be attractive to parents of students, is similar to a day care center and would be decoupled from the actual functioning of the facilities. »

Last May, the Nancy-Metz Academy launched “Visioprofessors” to compensate for the lack of substitute teachers. The Ministry assured at the time that this should not be generalized.

The government is also relying on “the optimization of existing replacement organizations on the basis of digital jobs”. Bruno Bobkiewicz sees the application of the “pact, which consists of asking teachers to work an hour wheel in the institution to replace absent colleagues”.

200 to 300 school teachers are missing

Regarding the first deal, Pap Ndiaye last week mentioned “200 to 300 job vacancies” and thought the number was “very low”. When winter approaches, everyone is concerned with the question of a replacement. “The situation is starting to get tense in certain departments,” like Oise or Orne, according to SNUipp-FSU, the main primary union.

For the first degree, the budget documents for 2023 still mention a replacement rate of 90%, i.e. 12 points more compared to 2021 (78.4%). To achieve this, the government intends to roll out a digital solution to all departments “aimed at improving the efficiency of representation”. The purchase process is in progress.
